The interventions of non-governmental organizations in the poor neighborhoods of the Haitian capital are not new. In the 1990s, the UNESCO office in Haiti, headed at the time by Bernard Hadjadj, set up a whole project for the hill of Jalousie which overlooks Pétion-Ville.
