Martissant is a densely populated neighborhood connected to downtown Port-au-Prince by two main busy roads. In June 2007, following a proposal by the Foundation for Knowledge and Liberty (FOKAL), a presidential decree freed for public use the Dunham, Leclerc, Pauline and Mangonès estates. These four properties will become the Martissant Park. A buffer zone encompassing the urbanized areas around is also decreed: the joint development zone of Martissant.

The project, launched in February 2008, includes the creation and development of a natural public space of fifteen acres. Its primary mission is to preserve and enhance the Haitian flora and save an exceptional natural environment and historical heritage. It will also host cultural , research and training spaces.
